(1) The university may grant the prescribed certificates to students, trainees or researchers who have attained the specified higher education and may award honorary degrees to those who do research work and who have performed commendable work in the academic field.

(2) The university may recognize the academic degrees of any indigenous or foreign universities or educational institutions and determine the equivalence and level of those degrees with the academic degrees of different levels of the university.
